Strategic Wireless Infrastructure Funds Management
Todd A. Rowley is a seasoned telecommunications executive with over three decades of telecom industry experience, including wireless, wireline, cable television and other related industries. Mr. Rowley serves as the Chief Investment Officer and Chief Financial Officer of Strategic Wireless Infrastructure Funds Management and is responsible for identifying and structuring wireless infrastructure investment opportunities. He has an extensive background in corporate and business development and strategy, and has also held several significant operating roles. Over his career, Mr. Rowley has led or participated in dozens of transactions accounting for over $125 billion in value. He has extensive experience with strategic partnering, M&A transactions, strategic analysis, financings, joint ventures, evaluating and developing new business opportunities and complex negotiations. He has had success at small, entrepreneurial start-up companies as well as the large, nationally recognized tier 1 carrier, Sprint.
Mr. Rowley spent 17 years in various executive roles at Sprint. During his tenure he managed several large transactions including SoftBank’s investment into Sprint, the Sprint Nextel merger, the formation of Clearwire, several Sprint device and network sale and leaseback financing transactions and numerous Sprint affiliate program transactions. He managed Sprint’s extensive spectrum portfolio, led dozens of spectrum transactions, directed Sprint’s participation in several auctions and established Sprint’s overall spectrum strategy. Rowley also managed Sprint’s roaming strategy and roaming agreements with all national, regional and rural carriers.
In addition to the M&A related activities described above, Rowley also was involved in, evaluated and led efforts in many other aspects of the wireless business, including mobile advertising, telematics, WiFi operations, IOT/M2M, embedded consumer devices, sales and distribution alternatives, video distribution, tower strategies and fixed wireless broadband. These efforts resulted in the acquisition and formation of a mobile advertising division at Sprint (Pinsight) and a joint venture with a premier mobile retailer (CarPhone Warehouse). Mr. Rowley was also a key member of the team that evaluated and made key technology decisions relating to 3G, 4G, LTE and WiMAX, and he then led the efforts to contract with key vendors, including Samsung, Nokia, Motorola, Ericsson, Qualcomm and Intel.
Mr. Rowley has also held several significant operating roles at Sprint and prior companies. He led and managed the deployment of 4G/WiMAX for Sprint, the country’s first 4G product through an agreement with Clearwire. Mr. Rowley and his team developed the go-to-market plan and matrix managed all aspects of the 4G roll-out, including product, pricing, marketing, sales, distribution, network and care. He grew the product to over six million customers in three years and helped spearhead the first 4G products, including the first dual-mode 3G/4G handset. In addition, Mr. Rowley managed Sprint’s fixed wireless broadband operations and, successfully, outsourced those operations to Kite Broadband, where he met Mr. Sullivan.
In addition to Sprint, Mr. Rowley has held executive roles with several entrepreneurial start-up companies such as People’s Choice TV and most recently, Rivada Networks. At Rivada Networks, Mr. Rowley completed a joint build agreement with U.S. Cellular to build the 700 MHz FirstNet network subject to certain state awards. At People’s Choice TV, a wireless cable and broadband operator, Mr. Rowley assisted in the formation of the company in 1988, successfully listed it on a public in 1993 and sold the company to Sprint in 1999.
Mr. Rowley has served on several telecom association boards including the Competitive Carriers Association (CCA) as well as the boards of several private companies where he has developed strong relationships with rural and regional carriers across the country. He and his wife have played an active role in his church and children’s schools organizations. Mr. Rowley holds a Bachelors in Business Administration with majors in finance and marketing from the University of Iowa.
